Ukraine formally complained to the International Maritime Organization in late August 2026 about Russian attacks on 52 civilian ships in the Black Sea over six weeks.

Ukraine's minister for infrastructure and transport sent the filing to IMO Secretary-General Arsenio Dominguez. The IMO Secretariat circulated it to all member states. The attacks ran from July through the first half of August 2026.

Among the ships named was the Golden Leo, loaded with grain. Russian missiles struck the ship on July 19 as it left Ukraine's maritime corridor. It sank a week later, on July 26.
