Philippines Maritime Authority Cyberattack Suspends Seafarer Document Processing

The Philippines Maritime Industry Authority suspended the processing of key seafarer documents after its systems were struck by a cyberattack in mid-August, disrupting services for thousands of crew members across the country.

MARINA halted processing of the Seafarer Identity Document and the Seafarer Record Book after the attack on August 13. Both are required under international maritime labour rules, so delays can prevent crew members from joining vessels or completing crew changes on schedule. Some seafarers may be under pressure to extend current contracts while the systems remain offline.

As a temporary measure, MARINA has begun issuing paper certificates in lieu of the standard record books. The workaround allows seafarers to continue accumulating the documentation they need, but adds administrative burden at ports and on vessels that typically rely on the standard issued books.

The Philippines supplies roughly a quarter of the world's merchant seafarers. Disruptions to MARINA's credentialing systems carry consequences well beyond the country's own waters, with the potential to ripple through crew change schedules across multiple flags and trade routes.
