Kaliningrad is the largest city and administrative centre of Kaliningrad Oblast, an exclave of Russia between Lithuania and Poland. Kaliningrad is the second-largest city in the Northwestern Federal District, after Saint Petersburg, and the seventh-largest city on the Baltic Sea.
