Muscat, July 28. Oman handed Iran a proposal on Monday to jointly manage the Strait of Hormuz through voluntary transit fees. The arrangement would be modeled on the Strait of Malacca; Gulf states backed the plan.
Iran did not accept it on those terms. Tehran put forward a counter-proposal the same day: Iran would control transit lanes along its own northern coastline, Oman would control lanes on the Omani side. Negotiations carried into Tuesday.
Shipping traffic at the adjacent Bab el-Mandeb strait ticked up. By Tuesday morning, 37 ships had transited, the highest single-day count since July 19. The previous monthly peak was 46 ships on July 14. Commercial traffic through Hormuz itself remained suppressed.
