EU Extends IRINI Mission to Target Russia’s Shadow Fleet

IRINI launched in 2020 to enforce the UN arms embargo on Libya, monitoring arms shipments into the country by sea. The new mandate keeps that mission but adds three more: monitoring illicit maritime activity tied to Russia's shadow fleet, protecting critical undersea infrastructure including fiber-optic cables and pipelines, and curbing migrant smuggling through the central Mediterranean. Formal adoption is expected October 9, when EU Economic and Finance Ministers are scheduled to sign off.
The shadow fleet piece is the notable addition. European governments have spent years watching older tankers move Russian oil through Mediterranean routes while flagging or AIS manipulation obscures the cargoes. IRINI's patrol zone covers those routes, and giving the mission an explicit mandate to monitor the traffic brings the legal basis in line with what the operation was already doing in practice.
Libya's maritime situation has not settled. On land, an armed Petroleum Facilities Guard militia shut the Sharara-Zawiya pipeline for five days, costing Libya's National Oil Corporation an estimated $95 million. The Libyan coast, where IRINI operates, sees continued monitoring of tanker traffic from MarineRadar users tracking movements through the central Mediterranean.
The mission named Egypt, Tunisia, and Lebanon as key regional partners for joint exercises and maritime diplomacy under the expanded mandate.
