The 49,996-dwt product tanker Agioi Fanendes loaded roughly 40,000 metric tons of ultra-low-sulphur diesel at the Russian Baltic port of Primorsk on 22 October 2026. AIS data showed New York as the declared port of destination. Estimated arrival is 7 November.

The cargo is the first to load under OFAC General Licence 135, issued 9 October by the US Treasury's Office of Foreign Assets Control. The licence authorises transactions involving Russian-origin petroleum products and runs through 7 April 2027. President Trump announced the supply arrangement the same day, saying Russia would ship 300,000 metric tons in October, 500,000 in November, and roughly 1 million metric tons monthly thereafter.

The shipment covers about 13 per cent of the October target. Russia lifted its self-imposed diesel export restrictions to clear the way; those restrictions had been put in place after Ukrainian strikes damaged domestic refinery capacity. Eastern Mediterranean Maritime, controlled by the Martinos family, manages the tanker.

By 23 October the AIS destination had changed to 'for orders.' Eastmed said the discharge port had not been confirmed. Russia's diesel exports in 2026 are running about 41 per cent below the same period in 2025, and sanctions specialist George Voloshin told Riviera Maritime Media that while Moscow could probably meet the October volume, the larger monthly targets were doubtful.

Ukrainian President Zelensky described the arrangement as 'weak.' The cargo is due to arrive four days after the US midterm elections on 3 November. The voyage follows the Minerva Zen tracking toward the US East Coast with a reported Russian diesel cargo, which predated the licence and analysts found no documented link to the Trump-Putin deal.
