A 22-foot motorboat capsized near Liberty Island in New York Harbor on the night of August 8. Fourteen people were aboard. Two of them died.
NBC News identified the victims as Sara Sanchez, 27, and her 5-month-old daughter, Antonella Garcia. Twelve were rescued. The boat operator, Manuel Hernandez, 46, was arrested and faces 13 counts of reckless endangerment, NBC News reported.
The Coast Guard and New York police are investigating whether the boat was running as an illegal charter operation.
