Channel Mass Casualty ‘Only a Matter of Time’

'It is only a matter of time till we have a mass casualty event in the Channel.' That warning came from Major General Duncan Capps, Britain's Border Security Commander, speaking to Parliament's Home Affairs Select Committee on October 21. 'It is extraordinary that it hasn't happened so far,' he added.

His concern was specific. Boats are carrying more people than before. One boat with 230 migrants was intercepted in British waters this year. Smugglers have pushed launches toward the Normandy coast, a crossing of roughly 60 nautical miles in small inflatables. 'If people try that in the winter, we are going to have loss of life,' Capps said.

Days earlier, the Marine Accident Investigation Branch published a report on a migrant inflatable that partially collapsed in the Channel, killing one person, according to Maritime Gazette.

Three migrants, including a 10-year-old child, died when a boat capsized off northern France in late September, and two men were killed in a small boat crossing off the northern French coast in early October, in separate incidents over the preceding weeks.

About 3,800 migrants were in camps near Dunkirk and Calais at the time of Capps's testimony, roughly double the usual number, by French estimates. Channel arrivals have fallen to their lowest since 2020, partly because of a £660 million UK-France agreement. Capps said pressure on traditional launch beaches has pushed smugglers toward riskier routes and bigger boats.
