Portugal's mainland flag is administered by Direção-Geral de Recursos Naturais, Segurança e Serviços Marítimos (DGRM). The country's main international flag, however, is the Madeira International Ship Register (MAR), administered from Funchal — a "second register" that combines EU-flag status with open-registry economics.
