About the Liberia Flag

Registry Authority

Liberia's flag is administered by the Liberian Registry, operated under contract by the Liberian International Ship & Corporate Registry (LISCR) headquartered in Dulles, Virginia, on behalf of the Liberian Maritime Authority. Founded in 1948 with US backing, the registry is the world's second-largest by tonnage after Panama and frequently the largest by deadweight, with more than 5,000 vessels and over 240 million gross tons under its flag.

Why Ships Register in Liberia

Liberia consistently sits on the Paris MOU and Tokyo MOU white lists and Qualship 21 in the United States, giving owners reliably low Port State Control detention rates. Registration is fast — provisional registry can be issued within 24 hours — fees are competitive, there are no nationality restrictions, and the registry's online services for crew certification, mortgages, and statutory surveys are widely regarded as the most digitised among the open registries.

Notable Operators

The Liberian flag is favoured by major German KG fleets (Hapag-Lloyd has a large Liberian-flagged container fleet), Greek owners, US-controlled tonnage including ExxonMobil's tanker fleet, and many of the world's LNG carriers. Eastern Pacific Shipping and Scorpio also have substantial Liberian-flagged presence.

Trade Routes

Liberian-flagged ships are concentrated in long-haul deep-sea trade: VLCCs lifting crude from the Arabian Gulf to East Asia and Europe, LNG carriers on Qatar–Asia and US Gulf–Europe routes, Hapag-Lloyd containers on Asia–Europe and transatlantic services, and capesize bulkers on the iron-ore arc between Brazil, Australia, and Chinese steel mills.
