The Russian Federation flag is administered by the Federal Agency for Maritime and River Transport (Rosmorrechflot) under the Ministry of Transport. Russia also operates the Russian International Register of Ships (RIRS), targeted at internationally trading tonnage and offering tax relief.
Why Ships Register in Russia
Russian registration is required for domestic coastal and Northern Sea Route cabotage trade, for Russian-government-procured energy and grain transport, and for icebreaker and ice-class research operations.
