Registry Authority
Panama operates the world's largest open registry, administered by the Panama Maritime Authority (Autoridad Marítima de Panamá, AMP) through its Directorate-General of Merchant Marine. Established in 1925, the registry today flags more gross tonnage than any other state — well over 8,000 ocean-going ships representing roughly 16% of global merchant tonnage. Registration is open to any owner of any nationality, with consular offices and authorised registration agents across the world's major shipping centres providing 24-hour ship-registration services.
Why Ships Register in Panama
Owners choose Panama for a combination of cost, speed, and regulatory flexibility. The flag offers no income tax on shipping earnings, modest annual tonnage fees, no nationality restriction on officers or crew, and rapid provisional registration — a ship can fly the flag within hours. Panama is a signatory to all the major IMO conventions (SOLAS, MARPOL, STCW, MLC 2006), keeps a recognised classification society list, and currently sits on the Paris MOU white list, which keeps Port State Control inspection rates manageable.

The Panama flag is heavily used by Greek, Japanese, and Chinese owners — including NYK Line, MOL, K Line, COSCO, and many of the privately held Greek tanker and bulker fleets. Cruise giants Carnival Corporation, Norwegian Cruise Line, and several Royal Caribbean ships also fly Panamanian colours.
Trade Routes
Panama-flagged tonnage is overwhelmingly deep-sea: container ships on the transpacific and Asia–Europe loops, VLCCs and Suezmax tankers on Middle East–Asia and West Africa–US Gulf trades, capesize and panamax bulk carriers carrying iron ore from Brazil and Australia to China, and the cruise fleets that homeport in Miami, Port Everglades, and Barcelona. Many Panama-flagged ships also transit the Panama Canal itself, though the flag confers no preference there.
