Why Ships Register in Indonesia
Indonesia's strict cabotage law (Presidential Instruction No. 5/2005) reserves all domestic seaborne trade — passenger, cargo, and offshore-support — for Indonesian-flagged, Indonesian-owned, and Indonesian-crewed ships. This single requirement explains the size of the flag and the dominance of small ferries, tugs, barges, and coastal tankers in the fleet.
